The U.S. Navy has awarded a $69.7 million contract to X-Bow Systems Inc. to develop and qualify a next-generation solid rocket motor booster for a critical future weapon system. The agreement, administered by the U.S. Army Contracting Command in Rock Island, aims to enhance the Navy’s surface warfare capabilities by replacing single-purpose interceptors with a more versatile, common architecture.

X-Bow Systems, a non-traditional manufacturer of solid rocket motors, will lead the project under a two-phase structure. The first phase, valued at $50.4 million, is fully funded with $50 million obligated upfront to cover a 12-month development effort. A second phase, with a $19.3 million option, will focus on qualification if exercised. The program is expected to deliver an initial operational capability by early fiscal year 2031.

Jason Hundley, founder and CEO of X-Bow Systems, highlighted the strategic importance of the contract. “To be the Arsenal of Freedom, we must first break the decades-old bottleneck in solid rocket motor production,” he said. “This award is a clear signal the Pentagon is investing in advanced manufacturing to solve that problem, and we are ready to deliver the affordable, mass-producible propulsion our nation needs.”

Expanding Production Capacity: solid rocket motor

The contract includes funding for rate tooling to establish a production line in Luling, Texas, capable of manufacturing up to 500 motors annually. This effort leverages X-Bow’s Modular Motor Architecture, a design that enables scalable and adaptable production. The company will utilize its facilities in California, New Mexico, and Texas to execute the program, reinforcing its role in the U.S. defense industrial base.

The award is the latest in a series of six propulsion programs X-Bow has secured in 2026, spanning the Navy, Army, and Missile Defense Agency. It follows the company’s recent completion of its first major production contract, which delivered over 2,100 combat-ready rocket motors, demonstrating its ability to meet high-volume manufacturing demands.

Strategic Impact on U.S. Defense

The Navy’s investment in this program reflects a broader push to modernize missile systems and address production challenges that have long constrained the defense sector. By funding a high-rate production line, the contract aims to create a more flexible and responsive supply chain for critical propulsion components.

The success of this initiative could serve as a model for future defense contracts, encouraging further collaboration with non-traditional manufacturers. For now, the $69.7 million agreement marks a significant step toward ensuring the U.S. military maintains a technological edge in an evolving security landscape.
