South Korea bets $3bn on 2.13GW offshore wind cluster—who wins?

The South Korean government has appointed Pacifico Energy Korea, a U.S.-based renewable energy firm, as the sole developer of the 2.13-gigawatt (GW) Jindo Integrated Cluster Phase 2 offshore wind project. The initiative, overseen by Jeonnam-Gwangju Special Metropolitan City, targets a designated wind development zone off the coast of Jindo County, comprising two key projects: the 990-megawatt (MW) Manho and the 1.8-GW Jindo Baram. Both sub-projects have submitted applications for electricity business licenses, which are currently under regulatory review.
