UK Sells HMS Bulwark to Brazil for $26m After $100m Upgrade
The 18,500-tonne amphibious assault ship, once the Royal Navy’s flagship, leaves UK service after a decade in limbo.
The United Kingdom has finalized the sale of HMS Bulwark, an Albion-class amphibious assault ship, to the Brazilian Navy for $26 million. The deal concludes years of uncertainty about the vessel’s future after the UK Ministry of Defence invested $100 million in a midlife upgrade intended to extend its operational life by two decades.
Commissioned in 2005, HMS Bulwark underwent a comprehensive overhaul completed in 2023. The upgrades included modernized command and control systems, enhanced communications equipment, and a full refurbishment of its propulsion and power generation systems. Despite these improvements, the Royal Navy opted not to return the 18,500-tonne vessel to active service.
Modernization efforts and disposal: HMS Bulwark
The decision aligns with the UK’s £1.5 billion ($2 billion) Defense Investment Plan, which prioritizes the development of a more advanced naval fleet. As part of this strategy, the UK has partnered with the Netherlands to construct eight next-generation amphibious transport ships under a £2.4 billion ($3.2 billion) agreement. These new vessels, measuring 160 metres and displacing 15,000 tonnes, will replace the capabilities of the Albion class, offering improved capacity for troops, vehicles, and drones.
HMS Bulwark’s sister ship, HMS Albion, remains moored at Devonport naval base, with its future still undecided. Both vessels had been inactive since 2016, with Bulwark entering a period of extended readiness before its upgrade.
HMS Bulwark played a key role in multiple operations during its service with the Royal Navy. In 2006, it led Operation Highbrow, evacuating British citizens from Beirut during the Lebanon crisis. The ship also provided maritime security for the London 2012 Olympics and conducted counter-piracy missions in the Horn of Africa. Between 2011 and 2015, it served as the Royal Navy’s Fleet Flagship.
A legacy of service and new beginnings
UK Minister of State for Defense Lord Coaker acknowledged the ship’s contributions, stating: “HMS Bulwark served this country and our allies with distinction for over two decades, and I’m pleased that she will continue her story in Brazilian service, with a nation that has long stood alongside us as a defense partner.”
In Brazilian service, the vessel will primarily operate in the Blue Amazon region, supporting military and humanitarian missions. The sale reflects Brazil’s strategic interest in strengthening its naval presence in this resource-rich maritime area.
