Kotug snaps up Dubai’s Vortex Offshore in Middle East power play

Rotterdam-based offshore towage specialist Kotug International has strengthened its position in the Middle East by acquiring a majority stake in Dubai’s Vortex Offshore. The companies did not disclose financial details or the exact percentage of the shareholding.
Under the agreement, Vortex will continue operating under its current brand and retain its existing management team. The deal allows Kotug to expand beyond its current Dubai operations, which include subsea services, vessel management, and marine activities.
Expanded fleet and regional expertise: Middle East
The acquisition adds 11 vessels to Kotug’s fleet, including anchor-handling tug supply (AHTS) ships, terminal and support tugs, heavy-lift vessels, and crew boats. Vortex also has four newbuildings in progress. The combined fleet will support offshore energy projects, marine transportation, and towage services across the Middle East.
Kotug’s president and chief executive, Ard-Jan Kooren, described the deal as a key milestone in the company’s growth strategy. “By joining forces with Vortex Offshore, we are substantially expanding our operational footprint, fleet, and service capabilities in the region,” he said.
Vortex managing director Edwin Westerhof said the partnership would allow the company to maintain its regional knowledge and customer relationships while benefiting from Kotug’s global experience. “Kotug’s maritime expertise and innovative approach provide a strong foundation for future growth,” he added.
Consolidation in a growing market
The transaction reflects a broader trend of consolidation in the Middle East’s offshore support vessel (OSV) sector, as companies seek greater scale amid rising offshore activity. Kotug plans to use the expanded operation to serve customers in the Middle East and Africa, with potential for wider international deployment.
The deal positions Kotug to capitalize on increased investment from oil and gas producers and service companies in the region’s offshore market.
